Is the fisherman the enemy? Ragnar Lothbrock is the fisherman. Joker fisherman, Batman the fish?

One thing is for sure. Simple personal vendettas cannot go on this long. Money has to be a key factor. Is the corrupt unit following personal vendetta? 

What is the game of insurance company? Refered to as evil. 

But hacking is the real damage.

Let me sleep in peace. Why are you doing this? No point fudking my leg. It is very annoying.  It is better to introduce pain in some body part rather than fucking my leg with this annoying feeling.
