Was There A Deal?

Was there a deal between the corrupt unit and someone high up inside BG? Maybe some kind of business strategy. Hinted in some of the movies. Now the BG unit has gone back on their word and the corrupt unit is left hanging. 

I suspect feminist unit in BG is also in some conflict with the male unit.
